In its 2017 predictions, International Data Corp. (IDC) sees smart city activity and open data projects accelerating, though urban leaders will remain poorly equipped to harness the new data potential. Smart cities are expected to begin churning out staggering amounts of data from connected infrastructure and widely proliferating Internet of Things (IoT) technology. However, IDC sees that by 2017 a shocking 75% of global cities will fail to take full advantage of this wealth of smart city data and related digital assets. IDC says the data disconnect is largely due to a talent vacuum, with city personnel lacking critical project management, process and change management skills. On the positive side IDC sees a trend towards increased maturity in smart city digitization efforts.

President-elect Donald Trump campaigned on a pledge to “drain the swamp” and rid Washington of special interests, but that hasn’t stopped some federal contractors from feeling bullish about their prospects. McLean, Virginia-based consulting giant Booz Allen Hamilton is the latest to show that optimism after it announced last week plans to acquire Maryland information-technology contractor Aquilent for $250 million by the end of the month, adding a 350-person operation based in Laurel, Maryland. The move is an attempt to capitalize on changes in the way the government stores and processes information, in which new capabilities such as cloud computing and fast-paced “agile” software development have reinvented the information-technology business.

A group of security researchers who exposed flaws in the de-identification of government health data has called for changes to a proposed law that would criminalise re-identification. Attorney-General George Brandis in late September suddenly announced that the Coalition would introduce laws to criminalise re-identification of supposedly de-identified data sets released by government departments and agencies. The government’s announcement was made ahead of the release of University of Melbourne research that revealed data released by the Department of Health had been improperly de-identified.

The Discovery Analytics Center at Virginia Tech is playing a key role in Gov. Terry McAuliffe’s commitment to improve the labor market in the Commonwealth of Virginia. McAuliffe established the New Virginia Economy Workforce Initiative to devise a long-term comprehensive plan to equip the workforce with new and creative approaches to articulating employer needs for talent and matching job seekers to job opportunities. As part of the governor’s initiative, the Commonwealth Center for Advanced Research and Statistics was created last February to manage the Open Data, Open Jobs project. Open Data, Open Jobs is a real-time curation, analysis, and visualization of advertised job postings in Virginia.

There are few capital cities around the world that are not directing finances and energy into connected technology. Every year local neighborhoods, suburbs, and cities incorporate technology into their infrastructure, transport systems, housing and local services. From Jaipur to Seoul, what makes each location unique is how they respond to challenges specific to their location, landscape, and community. I visited Helsinki recently for the annual Biohacker Summit and was intrigued to learn more about Helsinki’s smart technology. Much of Helsinki’s strengths seem to lie in their efforts in not only integrating smart technology, but creating a platform where agile innovation can flourish.

The research paper will be co-published by the Data Foundation and PwC in early 2017. The Data Coalition’s next breakfast panel, presented by PwC on December 7, 2016, will explore the potential of Standard Business Reporting for U.S. regulation. Join us! Regulatory compliance imposes heavy costs on the private sector. A 2014 study commissioned by the National Association of Manufacturers, for example, estimated that U.S. federal regulations cost businesses $2.028 trillion annually.

At the recent Open Data Research Symposium and IODC16 in Madrid, participants pushed the debate beyond the supply of open data. Over a million datasets are currently in the public domain and there now exist 2600+ open government portals — an enormous number. We need to understand whether and how this data is being used, and how fit it is to monitor the 230 indicators for the UN’s 17 Sustainable Development Goals (SDGs). Without this information, open data falls short of its potential. Our contribution to closing this gap between the supply and demand is based on insights from a forthcoming study, funded by USAID and to be published later this year, on data use in Senegal, Timor-Leste and Honduras.
