The city of Española took a hit in the website survey conducted last year by the New Mexico Foundation for Open Government. City Clerk Anna Squires took the criticism seriously and in November 2015, the city boosted her budget $35,000 to address the user unfriendly, information-starved website the city had and still uses.     Getting records from many of the city’s departments is always a task. Former city manager Kelly Duran and human resource manager Sally Baxter took great pains to try to hide personnel files and much of the public information within. Who knows what searches former Information Technology director Joaquin Maestas withheld during his tenure as technical advisor.

It’s property tax season — and for people who are deeply curious about comparing assessments, a real estate group has a series of interactive maps for you. Home Tribe recently released its second online, data-intensive map of Edmonton, this time featuring how property assessments increased or decreased across the city last year. There is a band of neighbourhoods north of Yellowhead Trail which saw property tax assessments drop three per cent or more last year. Most neighbourhoods in the deep south — where sustained high demand has driven a boom in new construction — saw little to no movement in assessments. Mature neighbourhoods south of the river and to the west saw the largest increases.

In a Medium post this week, Jennifer Pahlka, founder of the civic tech group Code for America, opined on the problematic job descriptions of chief information officers and chief innovation officers. Her message, aimed at officials seeking digital leadership, argued that most jurisdictions define CIO duties too broadly. “Both of these jobs are framed in such a way that it can be almost impossible to succeed in them,” she said, “and the candidate you want is also the candidate who can see that, and won’t take the job.

The Competition and Markets Authority (CMA)  has proposed a  package of measures to deliver better banking services to SMEs as part of its provisional decision on remedies to reform retail banking, designed to improve competition and get a better deal for customers, which include encouraging accountants to provide more advice on choice of bank account and sources of funding The watchdog’s 18-month review has, however, stopped short of requiring banks to end free-if-in-credit accounts and has not recommended breaking up the larger banks.

Growth in the UK’s FinTech sector is fuelling innovation in financial services. Backed by both government and regulator, digitisation is predicted to shake up the way customers access and use financial services. And this, of course, has profound ramifications for traditional providers and advisers. All a tech pipedream? Well no, it is happening now and two recent announcements have signalled that the pace of change is set to get even faster. Firstly, Harriet Baldwin, the Economic Secretary to the Treasury used a speech to highlight the UK’s position as the global capital for FinTech. Last year, she said, the sector generated £6.6bn in revenue and now has a workforce of over 60,000 people.

An innovative app created by a Newcastle University student has won praise from Shadow Minister for the Digital Economy, Chi Onwurah. The Parking Fairy, which is free to download, picks up on vehicle location as drivers approach Newcastle before guiding them to the nearest car park with available spaces. Dylan McKee, 20, from Seghill, Northumberland, came up with the idea upon entering an NETV Digital Catapult competition run in partnership with Sunderland Software City. The competition, which he went on to win, challenged entrants to come up with ideas on how open data could be used to ease travel problems. The app was launched last week on the Apple platform and, due to its popularity, has since been available for Android users.

Laser-scanned 2D image of sector of the city of Zwolle, Netherlands. Dr. Sander Oude Elberink has been awarded this year’s Giuseppe Inghilleri Award, recognition by the International Society for Photogrammetry and Remote Sensing (ISPRS). He won the award for his recent research, developing algorithms to produce a 3D landscape model based on a 2D map enhanced with laser altimetry data to produce an effective 3D view. Elberink is this year being recognized for the application of his research to create a nationwide 3D landscape model for the whole of the Netherlands.

Africa undressed: the continent pictured with no clouds in the sky. This is not a natural state, of course; there is always a weather system bubbling up somewhere. But if you have access to a lot of images acquired over the course of several months, it becomes possible to construct a mosaic. This one was produced from observations made by the EU’s new Sentinel-2a satellite, which is now routinely mapping Planet Earth. It is a powerful capability. Sensitive across 13 spectral bands (colours) and able to see details as small as 10m across – the spacecraft’s camera “carpet maps” the land surface beneath it. Every strip is 290km wide. And if you think about how fast the satellite is moving in orbit – that is a large swathe of real estate to scoop up at once.

Forty-six million Americans use mobile fitness and health apps. Over half of providers serving Medicare or Medicaid patients are using electronic health records (EHRs). Despite such advances and proliferation of health data and its collection, we are not yet on an inevitable path to unleashing the often-promised “power of data” because data remain proprietary and fragmented among insurers, providers, health record companies, government agencies, and researchers. Despite the technological integration seen in banking and other industries, health care data has remained scattered and inaccessible. EHRs remain fragmented among 861 distinct ambulatory vendors and 277 inpatient vendors as of 2013.
