From June 7, you will be able to locate hospitals, educational institutions, government offices, and even taxi stands, in a jiffy. The Urban Design Research Institute (UDRI) will launch an online open data platform, which will offer all the information, for free, about the city. The platform has around 130 data layers, covering demography, land use and development plans, housing, transportation, physical infrastructure, social amenities, environment, livelihood and governance. “WebGIS is part of the UDRI’s goal to make spatial data on Mumbai available online,” said Keya Kunte, director of UDRI’s Bombay Studio and Projects. The data layers are superimposed on the map of Mumbai.

State government CIOs are being buffeted by the “forces of change” in technology, government and the public, a new report by the National Association of State CIOs (NASCIO) finds. Doug Robinson, NASCIO executive director, pinpointed cybersecurity, evolving service delivery models, workforce renewal, and the prevalence of data as the key challenges facing governments. Robinson also put forth measures to address them. NASCIO named cybersecurity as its top priority in its annual survey every year since 2013. Because state agencies hold massive amounts of personal information, they are attractive targets for hackers, cyber criminals and foreign entities, and in recent years states have become more vulnerable to attacks because of increasing sophistication and frequency of threats.

For the first time since the 1980s the New Zealand Government has agreed to investigate why tax funded weather data is currently being blocked for open use by NIWA and MetService – and what data could be freed up in the future. The announcement came from Minister Steven Joyce on Monday following a several year campaign by WeatherWatch.co.nz to give the public access to data they have already paid for. Since 2008 WeatherWatch.co.nz has been working with people across both sides of the political aisle and within the past year received boosted support from the Prime Minister and the Labour leader. With the two government forecasters restricting use of data already owned by tax payers it’s limiting innovation in New Zealand within not only the private sector, but public agencies too.

Hello there, hunters! Before getting into this month’s links you should star and / or contribute to, I’d like to briefly give a shoutout to two conferences I attended and participated in this month: OSCAL and PhpKonf. Skip this section if you’re just interested in this month’s link list. In Europe, May is usually chock full of conferences, and this one was no exception. While I do like to go as an audience member, too, (and so should you) the two instances I was at had me over as a speaker, and that was exceptionally fun. Like last year, OSCAL was organized by our very own Elio Qoshi and his team, and took place at Tirana’s university. A free conference dedicated exclusively to open data and open source, OSCAL can be considered south Europe’s answer to FOSDEM.

Diachronous conceptual lexicons and thesauri describe historical language use through time and provide historians with invaluable insights into the past. As more and more research is done in the area of the automatic processing of historical texts, the need for machine-readable historical lexicons and ontologies is growing. Up till now these lexical resources were not available in digital format, but for this project volunteers have made transcripƟons of the printed books. However, the result is in text format, and information and ontologies vary for each resource which hampers simultaneous access to the information contained in them.

Inspired by a new movement to improve the transparency and reproducibility of research, graduate student John Lurquin wants the University of Colorado to adopt a campus-wide transparent research policy requiring academics to publish data and information about their experiments. Though reproducibility, or the ability to reproduce the results of an experiment, has always been on the minds of researchers, it’s been getting more attention recently, thanks to several studies measuring the reliability of published research, said Lurquin, a doctoral student in the department of psychology and neuroscience and an outgoing student body president.
