Two commissioners of the Securities and Exchange Commission voted to approve a rule change that would require public companies to submit certain financial filings in an open data format. The vote by sitting commissioners Michael Piwowar and Kara Stein represents SEC’s taking another step closer to adopting the inline XBRL format as its primary filing. Since 2009, public companies have been required to submit two sets of financial statements: a text document and an electronic one. In June, SEC began allowing companies to file annual and quarterly financial statements in inline XBRL format on a voluntary basis. “Our document-driven, text-based disclosure system is out of date,” said Stein at a March 1 SEC meeting.

A bill to make public records available electronically passed the Senate State, Veterans and Military Affairs Committee Wednesday, a milestone for a controversial bill. “It has indeed been an interesting journey and a work in progress,” said Senate Bill 40’s sponsor, John Kefalas, D-Fort Collins, After similar legislation, Senate Bill 37, died in committee last year, Secretary of State Wayne Williams stepped in. His office opposed the bill last year but led a 16-member working group to develop this year’s compromise bill. The compromise carves out exemptions for small towns or agencies that cannot meet the request for information without investing in software and other allowances. More amendments to safeguard sensitive information were tacked on in committee. Sens.

SPARC (the Scholarly Publishing and Academic Resources Coalition) released their member update this morning and shared the news that they have officially joined the Data Coalition, an organization that “advocates on behalf of the private sector and the public interest for the publication of government information as standardized, machine-readable data.”  The Data Coalition also organizes and supports data advocacy events, such as DateRefuge, which are popping up all around the country, including New England (e.g., DataRescue Boston at MIT on February 18).

The idea of sharing a resource is now a big part of the thinking around government IT. We talk about central government agencies, local authorities, police forces and NHS bodies using shared platform and components – but the Government’s chief technology adviser Liam Maxwell thinks there could be the potential for an international element. One of the points to emerge from his conversation with UKAuthority last week was that there might be scope for the UK to share some of what it develops with other nations; and to make use of what other public sector digital leaders achieve. “Government is a weird business to be in because you don’t compete,” he says. “We don’t compete with the Swedish government to give out driving licences but we do the same thing.

The Minister for Statistics and Land Information, Mark Mitchell has agreed to move the Open Government Information and Data Programme from Land Information New Zealand (LINZ) to Statistics New Zealand. The move is a result of our two organisations sitting down and looking at the best way for government to keep the momentum going. We reviewed the significant progress that LINZ has made with open data, encouraging and supporting government agencies, Crown organisations and local authorities to make their data more freely available. We decided that Statistics New Zealand was best placed to take this work forward, given its lead on data, information and analytics.

Cambodia has scored dismally in a global development index, the 2016 Open Data Inventory, which assesses the accessibility of official national statistics from government and private sector websites in 173 countries. Cambodia ranked 157th in the world and last in Southeast Asia, according to the report, released on Tuesday by NGO Open Data Watch, dropping four points since last year to a total score of 22 out of 100. It also came last among low-income countries. For coverage of data across the report’s 20 statistical categories, which included poverty and income statistics and government nance, the country’s score dropped from 37 to 23 points. However, for openness—downloadable, free and nonpropriety content—Cambodia’s score increased from 16 to 20.

SEATTLE, Feb 27 (Thomson Reuters Foundation) – Some of the world’s most influential billionaire philanthropists plan to launch a powerful digital platform to harness the avalanche of data sent from satellites each day – and make it freely available for humanitarian and environmental causes. Bill and Melinda Gates – who are also custodians of legendary investor Warren Buffet’s billions – have joined forces with Pierre Omidyar, founder of eBay, to fund the ‘Radiant Earth’ project, a repository and archive of the world’s satellite, aerial and drone imagery. The project, expected to cost “multi millions” of dollars, aims to find ways to combine and analyse Earth data and imagery and offer it free of charge in formats that do not require specific expertise to understand.

For any city, open data is a double-edged sword; the most useful information can also be the most sensitive. To help officials balance the risks and benefits, researchers at Harvard University have created a playbook for open data, complete with best practices, examples of what has and hasn’t worked so far, and a thorough checklist of what to consider when embarking on a new data project. In the absence of clear-cut regulations, cities have always been somewhat haphazard about how they release data, and how they protect it. It’s not uncommon for officials to face public backlash after releasing seemingly innocuous data—transit information, for example—and finding out, only afterwards, that combined with other datasets, there’s enough information to track individuals.
