The Cambridgeshire Research Group has created several interactive atlases combining local and national open data with a range of InstantAtlas data visualisation analysis tools. It has been working to establish a local data portal called Cambridgeshire Insight Open Data as the single place to get local information. Organisations are now sharing data in order to change the way people live and work in the county, as well as meeting the requirements for an open government. Using the latest developments in InstantAtlas visualisation tools Cambridgeshire Research Group is using Cambridgeshire Insight to meet the open government aspirations. We spoke to Hendrik Grothuis, Research Manager-Innovation, Cambridgeshire Research Group, Cambridgeshire County Council about the project.

Excited by the connectivity revolution, governments all over the world are trying to find clever uses for the enormous amounts of digital information they now possess. One of the Big Data movements with the most momentum is Open Data — making this information available to the public. But what good does this actually do? Apolitical spoke to three pioneers in the field in Burkina Faso, Brazil and India, who told us about fighting corruption, ensuring free elections and preventing crime. These real, substantive issues go beyond the inevitably vague buzzwords of transparency and accountability. Here we discover what Open Data can really do about them. One of the stars of the Open Data movement, Malick Tapsoba helped Burkina Faso to its first fully democratic elections since independence.

In 2014, the Chinese Academy of Sciences and the National Natural Science Foundation of China (NSFC) issued open access policies to make their research openly available. These policies are producing results, and open access and open data are steadily growing in China. In May 2015, the National Natural Science Foundation of China (NFSC) launched an open access (OA) repository to support implementation of the NFSC policy statement on open access to research publications of its funded projects. Today, less than a year after its launch, the Open Repository of the NSFC includes 135,000 research articles published between 1998 and 2015 by 274,634 authors from 1,305 institutions. These research papers have already been downloaded over 669,001 times.

The Future of Smart report, said that the role could take the form of any or all of the following: chief technology officer, a chief information officer, or a chief digital officer. The latter being the preferred option of the Smart London Board; this board is a panel of experts appointed by the Mayor to advice on technology. It said that in addition to this role, London requires a Mayoral advisor with the necessary political power to cross boundaries and silos. The report also recommended that the next mayor “should build systems that can cope with the ‘city as a platform’ capacity.” “This will make it easier to harness the technological capabilities in London.

A team including Airdrie resident Dylan Harty placed in the top five at the 2016 Calgary Regional Hackathon held at Calgary City Hall March 4 to 6. The Hackathon was a three-day event that brought amateur programmers and entrepreneurs together to work in teams developing a new app, website or mapping device based on open source data, including data from the City of Airdrie. The new products were judged based on a number of criteria, including the ability to meet a need in the community. Harty, 19, who is studying object-oriented software at SAIT in Calgary, said he was pleasantly surprised to do so well at this year’s event. “I guess we made it to top five,” he said. “It was 150 people exactly who took part. I believe there was around 50 teams, too.

This is a guest post from Shaida Badiee and Eric Swanson, co-founders of the NGO Open Data Watch, which works on a variety of initiatives at the intersection of Open Data and Official Statistics. Although “open data” has been a popular rallying cry and many countries, states, even cities, have announced open data initiatives, open access to the important data produced by national statistical agencies remains, at best, limited. To get a baseline measurement, Open Data Watch conducted in depth assessments of the statistics commonly produced by national statistical systems in 125 mostly low- and middle-income countries. Called the Open Data Inventory (ODIN), results are now available online at http://odin.opendatawatch.com. Global results are shown in Figure 1.

Cautious welcome for Budget data and devolution pledges The ODI and LGA have given mixed responses to the chancellor’s latest commitments to open data and support local authorities Key local government and data organisations have welcomed commitments in the 2016 Budget to open up address information, further devolve powers and reform business rates, despite expressing concern over the possible loss of key datasets and limited funding for integrated care. The publication of chancellor George Osborne’s 2016 Budget on Wednesday included commitments for all English schools to at least be in the process of becoming academies by 2022, as well as modernising tax systems and business rates, while allowing local authorities to retain these funds.
