The U.S. Patent and Trademark Office (USPTO) has granted more than 9 million patents and, until recently, trying to sort through those and find any patterns or insights would have involved looking through massive amounts of seemingly indecipherable spreadsheets and files. However, thanks to an open data initiative, the USPTO is allowing users to create visualizations of its data, sorted by geography, date, type and other factors. In an interview with FedTech, Thomas Beach, senior advisor and acting portfolio manager of digital services and data analytics program at USPTO, says that while the agency’s mission is to deliver timely, quality patents and trademarks, it wanted to explore how to make the best use of its huge treasure trove of data.

This free two hour session will outline guidance from the Information Commissioners Officer (ICO) on Open Data and Big Data. Big data is a major topic of discussion across a number of fields including management and marketing, scientific research, national security, government transparency and open data. Both public, private and the voluntary and community sectors are making increasing use of data analytics. The ICO is interested specifically in the data protection and privacy risks posed by big data. This session is delivered by senior staff within the Information Commissioners Officer. The session will provide an opportunity to ask questions on implications on privacy.

The City of Los Angeles has joined the Corporation for Education Network Initiatives in California (CENIC), a 100 gigabit-per-second (Gbps) research and education network, in an effort to provide California schools, colleges and universities with high-speed access to the city’s data and services. Los Angeles publishes more than 1,000 datasets on two open data portals. Los Angeles Open Data includes hundreds of datasets about the city’s economy, public safety, environment, city services, city budget, events and culture, parks and libraries and transportation. Los Angeles GeoHub provides access to location-based open data related to business, area boundaries, health, infrastructure, recreation, safety, schools, transportation and other datasets.

The answer?  All the friggin’ time . Wellington searched for spots where cars had been ticketed at least five times for the pedestrian ramp infraction, the Data Portal returned 1,996 results. He then  used Google Maps to look up  citation addresses, to verify if a ticketed spot was legal or not. Adding up the numbers from a selection of wrongly ticketed parking places, from August 2013 (the beginning of the Data Portal information set) Wellington figured that the city improperly issued about $1.7 million in fines annually. Even if the city only collected half that money – Wellington wouldn’t be the only one who had such erroneous tickets dismissed – the city hauled in almost a million dollars per year from law abiding citizens.

From the possibility of terrorists using encrypted apps to file-sharing software co-opted for pirated media, the gatekeepers of new technology are constantly confronted with what to do when users approach their tools in unexpected or suspect ways. Last week, this issue landed closer to home in the journalism field, when ProPublica published “An Unintended Side Effect of Transparency,” an editorial about the site’s “Prescriber Checkup” database. Steve Engelberg, the site’s editor-in-chief, wrote that ProPublica had identified “clear signs” that a significant number of readers were using the database to search for doctors who freely prescribe opioids, raising questions about potential abuse.

Last week a team of Danish university researchers released a dataset of 70,000 OkCupid profiles. The dataset included gender, usernames, age and location information amongst a large list of profile questions. Many have voiced ethical concerns over the treatment of ‘public data’. The Danish researchers extracted the data via a web scraper, amalgamating it in an easy-to-analyze format. The ethical argument made by many academics is the debate around public versus private information. For example, Michael Zimmer, Privacy and Internet Ethics Professor, argues that making public data available in large data sets is an ‘ethical foul’. A counter argument being made is that public data is just that – public. Data junkies should be able to mine it and glean valuable information from the data.

“I see myself as telling stories hidden within data,” explained Ben Wellington, the Pratt professor behind the open government blog I Quant NY. Wellington’s most recent study has made headlines because he discovered that the NYPD has been collecting millions from ticketing legally parked cars. “In this case I had just gotten a parking ticket that I felt was unjust so it just spurred me to say to myself ‘Hey, I bet I could quantify this. it can’t be just me that’s getting this.’ and so with open data, you can take the next step,” said Wellington. Wellington tried something new with his latest study by tipping off the NYPD about three weeks before he published his findings to the public. He says didn’t want the NYPD to be under press interest and have to get out answers very quickly.
