If there is a map king of Brooklyn it’s Chris Whong. You may know him from past maps, including NYC Taxis: A Day in the Life and Urban Scratchoff. He created this property tax map, with help from fellow open data nerds John Krauss and Bill Wellington, as a kind of first attempt at parsing the glut of information. “Really it was just getting those high-level summaries of the exemptions,” he said by phone Tuesday morning. “Basically you’re not able to see them in one place. So I think the next step would be to see about categorizing them more. See what’s city owned and what the city exempts on our behalf to incentivize.” The highest taxes are by and large where you would expect them to be, which is in the wealthiest and most expensive neighborhoods.

Juniper’s Smart City Rankings have been compiled following a study of cities around the globe as published in Worldwide Smart Cities: Energy, Transport & Lighting 2016-2021. Some 40 metrics have been evaluated, covering technology, transport, energy, open data and economy. It was found that Singapore is a world leader in applying smart mobility policies and technology. Meanwhile, the city’s fixed and cellular broadband services, city apps and strong open data policy led to it taking the top spot for 2016. The Urban and Regional Information System’s Association has named Haldimand County amongst the most forward thinking areas of the province when it comes to GIS and open data strategies. At a meeting on May 4, URISA recognized Haldimand County with a silver medal in the 2016 Best Public Sector GIS. “It’s an award that recognizes GIS movers and shakers,” said Matthew Davis, senior GIS technologist with the Planning and Development Division of Haldimand County. “It looks at people who are pushing boundaries in the public sector and how they are using new technology. One of the sells we had in our submission is that we are very agile as a corporation. It allows us to innovate with new technology rapidly.

Laura Manley is an Open Data and Digital Entrepreneurship Consultant with the World Bank’s Trade and Competitiveness Global Practice. Laura specializes in utilizing data for economic growth, working with governments from low- and middle-income countries on their open data policies. She is a lead author for the Open Data for Business Tool, which is the first assessment methodology for private sector use of government data. Laura is also the Co-Founder for the Center for Open Data Enterprise in Washington DC, where she manages partnerships and programs. As an open data advocate, she co-leads the Open Data Roundtables series in partnership with the White House Office of Science and Technology Policy to develop national guidelines for federal data.

Open data – free public data, typically provided by governments, that anyone can use without restrictions – has become an integral part of our daily lives. London and Bristol have come out top of the rankings for the factors which make a smart city, according to research commissioned by ICT solutions company Huawei. It has published its first Smart Cities Index, drawing on work carried out by Navigant Consulting, showing the two cities lead the UK in using digital technology for improving services. The index ranks the pair as leaders while giving four other cities – Birmingham, Glasgow, Manchester and Milton Keynes – ‘contender’ status. London came out with an overall score of 80.5, marginally in front of Bristol’s 80.2, while the other four had rankings in the low to mid 70s. Leeds also scored just above 70, followed closely by Peterborough, while Nottingham and Sheffield had considerably lower marks.

The Digital Directorate of the Scottish Government has published a draft service standard for any digital services to be made available through the mygov.scot platform. It is drawing on the experiences of the UK Government Digital Service (GDS) with its Digital by Default Service Standard, and the Australian Government’s Digital Transformation Office – with an indication that the Scottish approach could be a hybrid of the two. Scott McLear, the directorate’s communications and engagement manager, has outlined the work in a blogpost that says, while a version of the standard has been published, it is still working on a model regarded as best for the Scottish public sector. The standard will apply to any service running through the central portal for the country’s online public services.
