Hello there, hunters! Before getting into this month’s links you should star and / or contribute to, I’d like to briefly give a shoutout to two conferences I attended and participated in this month: OSCAL and PhpKonf. Skip this section if you’re just interested in this month’s link list. In Europe, May is usually chock full of conferences, and this one was no exception. While I do like to go as an audience member, too, (and so should you) the two instances I was at had me over as a speaker, and that was exceptionally fun. Like last year, OSCAL was organized by our very own Elio Qoshi and his team, and took place at Tirana’s university. A free conference dedicated exclusively to open data and open source, OSCAL can be considered south Europe’s answer to FOSDEM.

Diachronous conceptual lexicons and thesauri describe historical language use through time and provide historians with invaluable insights into the past. As more and more research is done in the area of the automatic processing of historical texts, the need for machine-readable historical lexicons and ontologies is growing. Up till now these lexical resources were not available in digital format, but for this project volunteers have made transcripƟons of the printed books. However, the result is in text format, and information and ontologies vary for each resource which hampers simultaneous access to the information contained in them.

Inspired by a new movement to improve the transparency and reproducibility of research, graduate student John Lurquin wants the University of Colorado to adopt a campus-wide transparent research policy requiring academics to publish data and information about their experiments. Though reproducibility, or the ability to reproduce the results of an experiment, has always been on the minds of researchers, it’s been getting more attention recently, thanks to several studies measuring the reliability of published research, said Lurquin, a doctoral student in the department of psychology and neuroscience and an outgoing student body president.

It’s not just in words, but in deeds as well.In his current role since August 2014, the 40-year-old IAS officer of the 1999 batch has changed the way the Pune Municipal Corporation (PMC) operates — both internally and externally. And, he gives much of the credit to technology.”Technology is important in establishing a two-way dialogue with people and engaging with them, which is a step towards participatory governance. It also gives people an avenue to report issues and raise flags,” Kumar said.The tech focus isn’t just on the outside.

The government plans to open access to information as digitally stored data published online is increasingly becoming indispensable to fast business decisions. Rwanda will be the fourth country in East Africa after Kenya and Tanzania and Uganda to have data portals. A draft Data Revolution Policy will soon be submitted by Ministry of Youth and ICT to the Prime Minister’s office for further considerations. The policy seeks to make government data more accessible on the Internet and allow the public to use them for their own interest in business, research and education as the country hopes to transform its agrarian economy into an information and knowledge-based one.

Investigative pieces using data journalism from media outlets in Argentina, Brazil, Mexico, Peru and Bolivia are nominated among finalists in various categories for the Data Journalism Awards 2016, which have been organized by the Global Editors Network (GEN) since 2011. The award committee received 471 projects from around the world, and selected 63 finalists in ten different categories. The aforementioned Latin American countries are nominated in six of the ten categories. The GEN announced the finalists on May 10 in New York. Peru and Argentina are finalists in two categories, while Bolivia, Brazil and Mexico are nominated in one. Mexico’s nomination is in the category “Data Visualisation of the Year (Large Newsroom)” for “Fideicomisos,” a piece done by newspaper El Universal.

Rep. Darrell Issa and Sen. Mark Warner want to keep the momentum going in order to make federal spending data more accessible to the public. Two authors of the legislation that requires federal agencies to standardize and publish spending information say more work needs to be done to make sure the law doesn’t fall by the wayside when the next administration takes over. Both men, Rep. Darrell Issa, R-Calif., and Sen. Mark Warner, D-Va., said that while they have been happy with the way the initial phases of the Digital Accountability and Transparency Act have been put into effect, they hope the next president’s priorities don’t deflect away from the work that is still to be completed.
