WASHINGTON, June 12, 2016 — The ability to access some government data in a user-friendly and understandable way is now here. A new law and more on the way are to thank for this encouraging development. Disclosing government information is not really a new concept. Beginning with our country’s Constitutional Convention, disclosing information was seen as highly important to allow citizens to understand how government works and what government is doing. For example, from the outset the U.S. Census Bureau data was made a core part of that effort. Census data has long been used by scores of individuals, groups, journalists, businesses and academics to know who we are as a nation, where we live and how we are changing.

New Delhi: With a new consultation paper on cloud computing, the Telecom Regulatory Authority of India (TRAI) is looking to continue its trend of tackling the biggest and most burning digital issues that face India’s government. This time around, the telecom regulator is looking to kick-start debate over the challenges that arise in regulating the flow of data through the numerous cloud-based platforms that underpin our digital life. Questions of cross-border flow of data, licensing of cloud-based services and best practices on how to successfully carry out law-enforcement requests are a few examples. Clocking in at a whopping 119 pages and a little over 20 questions, this is one of TRAI’s most broadly-focused and comprehensive consultations in recent times.

GANGTOK: Sikkim today claimed to become the first state in India to have an open government data portal.Lok Sabha MP, P D Rai launched the open government data portal ‘Sikkim.data.gov.in’ and Open Government Data Platform (Sikkim) today.Sikkim thus became the first state in India to have this portal, state IT officials said.Speaking on the occasion Rai congratulated the Information Technology Department, Government of Sikkim and NIC team from Delhi for their effort.”With this we have moved to the national platform,” he said, adding the important thing is to build on it now, for which plenty of hard work is required.Rai also expressed hope to see more organic and agriculture data in the portal.Sikkim Co-operative Union Chairperson Ganesh Rai was also present at the launch.

The U.S. government has made huge strides in its open data practices over the last few years. Since it launched in 2009, data.gov has become a crucial source for everything from climate and agricultural data to Department of Education records. For the most part, this new era of data disclosure didn’t happen because Congress passed new laws; it happened through presidential orders and procedural improvements in the Executive Branch. Unfortunately, it might be just as easy for future administrations to roll back the current open data program. At the beginning of 2014, a new law on police coercion came into force that gave Finnish cops the ability to confiscate phones and search their content. In 2015, 5,500 devices were searched for data, a marked increase of 33.1 percent in comparison to 2014, Statistics Finland noted. According to inspector Joni Länsipuro of the Finnish Police, device inspection is now a routine procedure. The content of thousands of various technical devices has been picked apart by the Finnish police in connection with a number of offences. Authorities try to harvest possible clues from computers, mobile phones, cameras and memory sticks in their search for incriminating e-mails, social media posts, photos and videos.

Even worse, “It came out that that position was unopposed,” and it had been in a number of previous races. Elected offices are open to all, but access and information about them often isn’t. Cupples figured if there’s a site for restaurant information like Yelp, there ought to be just as easy a way to find out how to run for office wherever you live.

The government is preparing a presidential regulation ( Perpres ) on open data, allowing the public to enjoy greater access to data. The deputy chief of staff at the Executive Office of the President for analysis and oversight of strategic issues on social, cultural and ecological affairs, Yanuar Nugroho, said the Perpres would be signed by President Joko “Jokowi” Widodo this year. “We want the perpres on open data to be signed this year and to be fully running next year,” he said. The idea behind open data is to improve the quality and accessibility of government data with and end goal to increase the amount of evidence-based policy.
