KINGSTON, Jamaica (JIS) – Jamaica is currently ranked 37 out of 122 countries on the Global Open Data Index, moving from 61 two years ago. This was disclosed by Minister of Science, Energy and Technology, Dr Andrew Wheatley, at the launch of the Open Data Portal  last Friday, at the Petroleum Corporation of Jamaica (PCJ), in Kingston. The portal is an online database which provides government data in machine readable form using open source software. The information is free and can be accessed by the general public. In his remarks at the ceremony, Dr Wheatley commended the ministries for their effort,  which has resulted in Jamaica achieving such an impressive climb on the global open data index.

The Ministry of Science, Energy and Technology has officially launched the Open Data Portal, providing free government data online. The portal is easily accessible by the public and forms part of the Government’s transformation initiative, which makes government data available online in machine readable form using open source software. In his address at the launch, held at the Petroleum Corporation of Jamaica (PCJ), in Kingston, on June 24, Minister of Science, Energy and Technology, Dr. the Hon. Andrew Wheatley, said this will promote active engagement among the Government, citizens and businesses. “The main objective of Open Data is the Government connecting with the people, reversing the bureaucracies that impede national advancement.

In this week’s edition of our open source news roundup, we take a look at desired job skills for open source developers, resources for understanding open source licenses, and more. Yuri Bykov, who manages data science at Dice, highlighted four key areas that are currently in high demand for open source application developers: big data, cloud, mobile, and JavaScript. Using findings from the Linux Foundation and Dice.com 2016 Open Source Jobs Report, Bykov provides further insights into how developers can learn new skills. The key takeaway from the article is Bykov’s conclusion, which is good advice for anyone working in the tech industry: In the end, whichever method(s) you choose to brush up on or expand your skills base doesn’t really matter.

The event was hosted by Mr Timo Cantell, Director of City of Helsinki Urban Facts. The event started with presentations by Ms Tuula Haavisto, Library Director at Helsinki City Library and Mr Kari Lämsä, Director of Library10. They spoke about current library topics. A new central library is being built in Helsinki and will be completed in 2018. Libraries are open and public spaces available for everyone. Even if you still can read and borrow books at the libraries these are far from the only services on offer today. Libraries expand into new services and are increasingly places where people can find help when searching reliable and useful information, need to borrow tools or need a workspace or equipment to create media content.

[KASANE, BOTSWANA] Effective use of data will provide opportunity and impetus for solving African socioeconomic and environmental challenges.This was one of the key messages I gathered out of the 10th General Assembly of the Africa Academy of Sciences meeting this week (21-22 June) in Kasanet, Botswana.How open data revolution is essential both to help achieve the Sustainable Development Goals (SDGs) and valuable to measuring progresses in meeting them in Africa caught my attention.First and most important, these goals (SDGs) apply to every nation in Sub-Saharan Africa and every sector including cities, businesses, schools, organisations are all challenged to act.

June sees a huge release for ArcGIS Open Data. We are rolling out new beta sites for users to try out and see how we are moving forward, as well as new features to opendata.arcgis.com (also available now to administrators that set up beta sites), and the highly-anticipated arrival of support for file geodatabase downloads. You may have noticed that opendata.arcgis.com has seen some changes in the past few months – a slightly different user interface, greater search capabilities, an API Explorer, and more, some of which were outlined in our April release blog post. The launch of custom beta sites sees the initial roll out of these new features to local sites.

As cities become more reliant on technology, data is quickly becoming the crown jewel. Along with this increased emphasis on data comes the need for municipal data stewards. Chief data officers have started cropping up at the state and local levels, and Boston is the latest city to join the ranks. The city recently named Andrew Therriault as its first chief data officer, and StateTech had an opportunity to chat with him during his first week on the job. He spoke about some of his previous experience as an analytics leader and also about the untapped potential for Boston’s data in the long run. THERRIAULT: For the past five years, I’ve been working in the political data-science world for consulting firms, most recently as the director of data science at the Democratic National Committee.

A little more than a year ago, Quartz’s David Yanofsky did what many data reporters do every day: He submitted a Freedom of Information Act request for a set of statistics from a government agency. Yanofsky wanted immigration statistics about who enters the country from the International Trade Administration, the only government agency that compiles comprehensive records of this kind. The ITA got back to him and said that he was welcome to the data set — all he had to do was cut a check for $173,775. After weeks of paperwork and haggling with the agency, Yanofsky is now suing to get access, and to make a larger statement about the importance of open data for journalists and residents alike.
