Promising a more transparent, modern and user-friendly government, Hillary Clinton unveiled her Initiative on Technology and Innovation. Clinton’s initiative stands on a five-point platform that includes making the “government smarter, more efficient, and more responsive, using new technologies to deliver real results for the American people.” To make government “smarter and more innovative,” Clinton said she will focus on making it easier to modernize federal IT systems, strengthen cybersecurity and make data easier to access both in and outside the government. Policy experts on both sides of the aisle say a technology plan is an important part of a candidate’s platform — even if voters don’t realize it — but Clinton’s plan does leave some questions unanswered.

SAN DIEGO — From street sweeping schedules to transactions at parking meters, the city of San Diego Monday announced that 44 sets of data were placed online to give the public and software developers easy access to frequently requested information. The facts are included in an open data portal at data.sandiego.gov, which went live on Friday. “Transparency and efficiency should be a part of every local government’s DNA, which is why we’ve put such an emphasis on that here in San Diego with our open data portal,” Mayor Kevin Faulconer said. “The portal will give app developers, software engineers and the public the opportunity to use this data in innovative ways that we haven’t even dreamed of yet.

Chapel Hill, North Carolina and San Diego, California have launched new open data projects. For the Chapel Hill portal, the city partnered with the local public library system to provide datasets about library use. In addition, the city has included budget information, public safety information, and data on government administration. Chapel Hill’s portal also includes a small set of data visualization tools if users want to make maps or other images to understand the data better. The city says it plans to update the portal with additional datasets but no timeline is available on the website. City officials are also soliciting resident feedback. In San Diego, that city’s open data portal includes 44 data sets including transit, budget and local governance information.

This Google Hangout will look at how Open Data can help public services deliver joined up, transparent and effective public services. Open data is data that anyone can access, use or share. When big companies or governments release non-personal data, it enables citizens, small businesses and public services to make improvements to their communities. The implementation of the Wellbeing of Future Generations Act will mean that public services will have to work together across sectors to deliver better services for citizens. Open Data can enable better data sharing across organisations and geographical areas. Preliminary data released by the National Highway Traffic Safety Administration on July 1 shows a 7.7% rise in motor-vehicle traffic deaths last year. NHTSA said an estimated 35,200 people died in 2015, up from the 32,675 reported fatalities in 2014. The agency said that if these projections hold, fatalities will be at their highest level since 2008, when 37,423 fatalities were reported. Noting that preliminary data reported by the Federal Highway Administration shows that vehicle miles traveled (VMT) in 2015 increased by about 107.2 billion miles, or by about 3.5%, NHTSA said the fatality rate for 2015 increased to 1.12 fatalities per 100 million VMT. That’s up from 1.08 fatalities per 100 million VMT in 2014.
