After more than 15 years of advancement passed it by, the Office of Management and Budget released an update to Circular A-130, the government’s guiding policy for managing and maintaining IT resources. Along with more emphasis on cybersecurity and treating data assets, the policy has been updated to reference new legislation — like the Federal IT Acquisition Reform Act (FITARA) and the Digital Accountability and Transparency Act (DATA Act) — as well as presidential directives, executive orders and new standards in technology. The document was last updated in 2000, which itself came 15 years after the policy was established in 1985. (There were revisions to the policy within that first 15-year window.

Financial transparency is a clear proposition, but realizing the concept isn’t so easy. This is the broad takeaway from a new report from the Data Foundation that details benefits and tangible goals to the Digital Accountability and Transparency Act (DATA Act). Advocates of the law, which passed in 2014 to standardize and publish all federal spending data online, are now attempting to unlock critical support from agencies and legislators — support in the form of appropriations funding from Congress, political authority for data gathering and a green light from agencies to do away with old reporting systems.

GREENSBORO — Twitter is used for news, commentary and just sharing pictures. But it also provided a forum for a town hall discussion on the use of open data. “We have a lot of data and all of our data is public data, and we get requests for data all the time,” said Jane Nickles, City of Greensboro IT director. To help alleviate the amount of requests, the City of Greensboro’s IT department got a feel for how an open data portal is used in other cities. “With open data we can provide that data over an online portal that you can have access to over the Internet and actually be able to access that and query that data without having to go through the city or a formal request to get it,” said Nickles. The city is in the process of putting together their own open data policy.

When a government is looking at opening up data, how should it be? How does one define open-ness? In our submission to the Indian government on its Open Data License yesterday, we briefly explored this idea, and outlined a philosophy for openness, which I suspect we will use in subsequent submissions as well. This openness allows citizens to remix, bundle and unbundle data and information, and reimagine the way the information may be understood or used by others. Openness thus needs to lead to creativity. To enable this, we need low friction, predictable systems, without having to negotiate agreements with the creators of the data or information.

For Marilyn Flachman, it seemed like a simple request. In Colorado, open records laws clearly say public employee salaries, which are funded by taxpayers, are available to the public. Last year, the district was having financial problems, so Ms. Flachman, a former Adams County School District 50 board president, wanted to see the details of most schools’ largest expenditure — staff salaries. In February 2015, Ms. Flachman filed a records request for the 1,000 or so teachers, administrators and other school employees, and she assumed a spreadsheet would appear in her email in box within days.

The Queensland government has announced it will be investing approximately AU$100,000 each into Brisbane-based Immersive Robotics and Allsafe Fnq to help them boost business growth and deliver their products to market faster. According to Minister for Innovation, Science and the Digital Economy and Minister for Small Business Leeanne Enoch, Immersive Robotics will use the funds to refine their wireless virtual reality technology to create a prototype to demonstrate to key companies such as Facebook, Qualcomm, and Google; while Allsafe FNQ will use the funding to help commercialise its ATV Angle alarm that has been designed to reduce quad bike fatalities on farms.

A free guide to protecting online identity by anonymising data has been published by a team including a member of Southampton’s Web and Internet Science Group (WAIS). Dr Kieron O’Hara, Associate Professor and Principal Research Fellow in Electronics and Computer Science (ECS) at the University of Southampton, worked with colleagues from the University of Manchester and the Office for National Statistics (ONS), to produce the publication that advises data controllers how they can share data safely while minimising the risk of revealing the identities of people included in the dataset. The Anonymisation Decision-Making Framework (ADF) helps ensure people are not identifiable from shared datasets being pieced together.

Last month, the Austrian State Secretary Muna Duzdar handed out the ‘Oscars of the Open Data Community’. The awards were part of the ‘open4data.at challenge 2016’ organised earlier this year. The annual challenge aims to bring open data and ideas together in innovative and creative solutions. The winners in the three categories were: The ‘open4data.at challenge’ is a good example of successful cooperation between ministries/authorities, academia, business and the community, the State Secretary said. Open data is essential to make Austria digitally fit. I see a large economic benefit, since the information and data are available to everyone. Know-how is utilised and the value increased.
