County Governments in Mt Kenya region are working with the Information Communication Technology (ICT) Authority to have a common data sharing platform for easy access to public information. Representatives from Embu, Kirinyaga, Tharaka Nithi, Meru, Nyeri and Nyandarua counties want the data they collect uploaded in the national open data portal. Speaking after a two-day workshop that ended in Embu town on Saturday, they said they were contemplating on whether to have the data uploaded as a block or each county to upload it’s in the national platform. The officials said they were in talks with the ICT Authority for them to access their data so that it can be logged on their open data portal.

California’s Government Operations Agency has moved its open data portal to an open source platform. California piloted the first statewide open data portal, GreenGov.data.ca.gov, with data sets and results from the GreenGov Challenge, a code-a-thon built around sustainability data sets hosted on the pilot site. GovOps is now moving the open data portal to an open source platform (DKAN) to ensure the longevity of continuous efforts to make government To effectively manage the improved statewide portal it will be moved to the Department of Technology’s (CDT’s) Office of Digital Innovation, alongside the state’sInnovation Lab.

In an effort to understand the relationship between startup businesses, job flow and productivity, the U.S. Census Bureau conducted its first-ever Annual Survey of Entrepreneurs and released its findings on Thursday. Among the results: Of the 5.4 million U.S. firms with paid employees, 481,981, or 8.9 percent, had been in business for less than two years in 2014. In contrast to the employer firms that had been in business for less than two years, there were 167,917, or 3.1 percent, that had been in business for 16 years or more. More than 4 in 10 employer firms (2.4 million, or 44.1 percent) have been in business between 11 and 15 years.

MOST TRANSPARENT? Over the past seven years, we have both acknowledged the Obama administration’s progress on open government, decried its failures and advocated for reform. The challenge that we and the rest of the country face in judging the veracity of White House press secretary Josh Earnest’s argument is that there is no consensus for what the “most transparent administration” in U.S. history is, nor how we should assess such a claim. In that context, what would be the right gauge for judging adherence to transparency and open government? Here are some approaches to evaluating an administration’s openness that go beyond the headlines, and some thoughts about how to sort through them. American prisons and jails don’t stop people from committing crimes again for the same reason that cars aren’t magically repaired after being locked in a garage for 20 years. Sometimes things have to get a lot worse before people think it’s worth the effort to make them better — and America may finally be approaching that point with its criminal justice system. The public’s general dissatisfaction with policing and criminal justice was crystallized in July when Micah Xavier Johnson shot and killed five Dallas police officers, and injured nine other officers and two civilians. Johnson’s extreme act was a manifestation of a growing sentiment among Americans, black Americans especially, that U.S. law enforcement is not administered fairly.

This piece is part of a series of posts from MyData 2016 – an international conference that focuses on human centric personal information management. The conference is co-hosted by the Open Knowledge Finland chapter of the Open Knowledge International Network. Indeed, the theme of MyData so far is freedom. The freedom to own our data. Freedom however, is a very complicated subject that has been subjected to so many arguments, interpretations and even wars. I will avoid the more complicated philosophy and dive instead into a more daily life example.

Mayor Mitch Landrieu on Thursday (Sept. 1) signed an executive order aimed at making city government more transparent by making data the city collects “free and open to the public,” his office said. The order outlines a policy designed to expand access to data the city gathers and stores, and make it available to the public. The policy also broadly directs city officials to identify what data exists in a comprehensive way, and it charges them with “proactively releasing publishable city data.” The policy also directs city officials to establish repositories in the future where the public can find data sets and geographic information the city uses.

The Department of Prime Minister and Cabinet (DPMC) has launched a strategy that seeks to boost the data analytics capabilities of the public service. The strategy is based on a recommendation in the Public Sector Data Management Report, which was released in late 2015. “A whole-of-government strategy is needed to harness and develop talent and boost the capability of the nation to grow the digital economy,” the PSDMR report stated. “The strategy should encourage a discovery mindset to enable better problem analysis, development of policy solutions, improved service delivery and public sector efficiency.” The Australian Public Service Data Skills and Capability Framework, released earlier this month, has four key pillars.
