City Manager Wally Bobkiewicz today announced the appointment of Luke Stowe as chief information officer for the City of Evanston. Stowe has been serving as the interim manager of the Information Technology Division since August, has served as digital services manager since March, and before that served as the city’s digital services coordinator beginning in 2012. Stowe has worked on numerous technology and community engagement projects related to the city website, social media, open data and 311 services.

Delaware is the latest in a long line of states to announce an open data portal that promises new access to a host of the jurisdiction’s most sought after information. Gov. Jack Markell officially unveiled the new portal — data.delaware.gov — on Wednesday, Oct. 19. The new resource marks the culmination of more than 10 months of work to provide a one-stop access point to the state’s most requested data. Newswise — The degree to which other people divert your attention may depend on your social class, according to new findings published in Psychological Science, a journal of the Association for Psychological Science. The research shows that people who categorize themselves as being in a relatively high social class spend less time looking at passersby compared with those who aren’t as well off, a difference that seems to stem from spontaneous processes related to perception and attention. “Across field, lab, and online studies, our research documents that other humans are more likely to capture the attention of lower-class individuals than the attention of higher-class individuals,” says psychological scientist Pia Dietze of New York University.

That’s just a sample of the information that state officials say will be searchable, sortable and, in some cases, mappable come Wednesday evening when Gov. Jack Markell unveils Delaware’s new open data portal – an online clearinghouse of raw statistics and other nonpersonal information collected by state agencies. The 30 datasets also included in the launch will cover topics such as state contracts, toxic releases, cancer mortality rates, licensed child care providers and even the most popular baby names in Delaware.

In responding to a disaster, many different resources are crucial. Up-to-date information is critical for relief and response efforts to be targeted and effective. Combining information about the extent and locations of disasters, such as floods, is key to reducing harmful impacts and maximising resilience. This is the mission of PetaJakarta.org, an open source flood map for the city of Jakarta, Indonesia, which experiences severe flooding on an annual basis. ‘CogniCity: Software as Infrastructure for Climate Adaptation’ takes viewers behind the PetaJakarta.org interface. Finding out where flooding has happened in the city has been extremely time-consuming in the past.

Timothy Gene Smith was a fugitive from Missouri being tracked by bounty hunters when San Diego police recognized him walking in Pacific Beach in November 2015. He was shot by an officer who thought Smith was reaching for something in his pocket. Although Smith’s death made the news, it didn’t make it into the state database of deaths in police custody managed by the California Department of Justice. That database contains 97 fatal shooting cases from 1995 to 2015 for San Diego County. The San Diego Union-Tribune on Monday launched its own database, containing more than twice that many fatal cases during the same time period. The U-T database also goes back farther, chronicling 383 fatal cases from 1980 to present.

Dubai has emerged number 1 in a Smart City Index that studied 10 Gulf cities’ strategy and execution of Smart City campaigns. Dubai stood out for its strategic vision coupled with a clear understanding of the practical requirements to deliver on its vision, in a study released by Huawei and Navigant on the first day of GITEX 2016. The study was undertaken by global research firm Navigant and commissioned by Huawei with the aim of understanding the level of readiness of cities in the region for the next level of smart city adoption and deployment.
