In a new article published in The Conversation, the GovLab’s Stefaan Verhulst breaks down data responsibility, and how — when properly used — data can save lives in crisis situations. Verhulst takes us to the 2015 earthquake in Nepal for an example. In the earthquake, which killed nearly 9,000 people, Nepal’s largest mobile network carrier, Ncell, shared its data with the Swedish nonprofit Flowminder. Flowminder was able to (anonymously) track the location of Ncell’s users throughout the country, and sharing that information with the Nepalese government and human rights organizations, aid was more effectively apportioned throughout the country. “Data responsibility — and corporate data sharing — is an emerging concept, still in development,” Verhulst writes.

AssureSign today announced the availability of its leading esignature software hosted within Canada, offering all users of its electronic signature software-as-a-service solution the ability to initiate, sign and store all their esignature data outside the U.S. AssureSign’s Canadian offering leverages all of the same Microsoft Azure-based software and data security currently offered within the U.S., but now enabling Canadian and other non-U.S. users non-U.S. data storage to better align with local privacy and security requirements. This strategy also opens the door for AssureSign to open data centers in other countries to better serve local clientele. “We are thrilled to be able to answer the demand for our services in Canada,” said David Brinkman, AssureSign’s CEO.

Figshare survey highlights widespread adoption of open datasets – but also raises questions from researchers over data sharing, licensing conditions and the costs of making data open A report into the use of open data and data sharing practices by academic researchers has found many have uncertainty and gaps in their knowledge of open data, in particular around the licensing conditions in which they have shared their data and how it can be reused. The survey, “The State of Open Data” by online digital repository for academic research Figshare, found that of the researchers who have already made their data open, 60% of respondents are unsure about the licensing conditions under which they have already shared their data, and thus the extent to which it can be accessed or reused.

Earlier this month, over 1,500 people gathered in Madrid for the International Open Data Conference 2016. The World Bank is proud to be a co-organizer of this series of conferences which brings together the global community to shape the future of open data. I was asked to share our thinking on what’s on the horizon for open data and I’ve highlighted a few key ideas below. Before I carry on though – a quick personal note. Being in Madrid reminded me of my first trip to the city 18 years ago, a few days before I took a new job as the chief of statistics at the UNDP’s Human Development Report.

Ensuring academics and other researchers have immediate access to free, online articles is one of the goals of International Open Access Week, which runs from Oct. 24-28. In honor of Open Access Week, Digital Scholarship Librarian Andrea Wirth shares insights on open access, why it is such an important issue for higher education institutions across the globe, and how the University Libraries support open access to UNLV faculty and student research. Open Access refers to scholarly literature that is both free to read and free of most copyright restrictions. While open access conversations hit the mainstream in the early 2000s and focused primarily on access to journal articles, other types of scholarly publications can be made open access.

Eight in ten researchers now value data citation more than or as much as article citation, a study has found. The finding was the result of an study by online academia repository Figshare, which surveyed 2,000 researchers to access the global landscape around open data and sharing practices. The results highlight the extent of awareness around open data, the incentives around its use, and perspectives researchers have about making their own research data open.
